Chief Of Police

James Levand

Chief James Levand has been in law enforcement for 22 years, and has served the residents, businesses, and visitors of Campton Hills for the last 11 years, including K9 handler, Sergeant, Interim Chief, and currently Chief of Police. Chief Levand is a certified drug recognition expert, truck enforcement officer, K9 handler, Taser instructor, Training Manager, and A.L.I.C.E. Instructor. Chief Levand attended the University of Phoenix and is a graduate of Northwestern School of Police Staff and Command. The best part of my job is working with the best partner ever, Koda, and interacting with the children and staff at Bell Graham and Wasco Schools. When not working Chief Levand enjoys the outdoors and traveling.

Deputy chief of police

Tom Blincoe

Deputy Chief Blincoe began working with the Campton Hills Police Department in November 2007 and was one of the original officers when the agency began. Prior to working for Campton Hills, Deputy Chief Blincoe served with the Kane County Sheriff. Deputy Chief Blincoe has a bachelor’s degree in history from Lora’s College. When not working, Deputy Chief Blincoe enjoys traveling with his wife.

K9 OFFICER

K-9 Koda

Koda is an 7-year-old German Shepherd from Czechoslovakia and the department’s first K9 officer. Koda has assisted with narcotic finds, missing persons, criminal tracks and apprehensions, article searches, crowd control, and building searches for our agency and other departments requesting assistance. Koda has made many appearances and done countless demonstrations, including National Night Out, September Fest, Elburn Days, Boy Scouts, and our local schools. While working Koda enjoys watching over his human partner and catching the bad guys! Off duty Koda loves playing with his tug toy and getting belly rubs.

Koda has retired from active K-9 Police Officer duties. Koda still attends community events and visits the local schools
